Australia - How long can a student stay in Secondary?
Student (14) is not a high achiever (well behaved though) but wishes to stay as long as possible and achieve VCAL certificate. Can a college refuse their enrolment to continue their studies? I would expect a college to retain as many students as possible to enable completion of their studies although I don't feel they are encouraging this. I believed the Government was advocating students stay in education to at least 17 years. Any responses most welcome.

They cannot refuse anyone education, especially in VCAL, because those courses are normally for people who don't want to go to high school and dropped out, or had problems with school.

Education is a right, so no, the student can't be asked to discontinue studies. The VCAL certificate is year 12 equivalent (?), so as long as they pass Years 7 - 11 then they have every right to enrol in the program and complete it.
