It's about 20 thousand dollars for one year. I really, really want to do this. The scholarships only cover about one thousand or less. Are there any other ways or programs for high school student exchange in Sydney for one year that does not cost that much money?

The basic problem is that the New South Wales government tuition fee for an international high school student is AUD$12,900 per year for attendance at a government school and there's no way to get out of that. Private school fees are much higher. Given that there are expenses over and above tuition costs, it's pretty obvious that it wouldn't be possible to reduce the cost to the overseas student - even $20,000 is very reasonable when you consider what you get for the remaining $7,100. Your only chance would be to find a scholarship to cover more of the cost and it sounds like you've already investigated that option.

Yes its becoming very expen$ive, the value of the Australian dollar has surged by more than 40% in the last 2 years and has added $thousands to the cost of studying here, the days of students coming here to save money on education seems to be over... http://www.theaustralian.com.au/business/news/rising-australian-dollar-inflation-discourage-foreign-university-students/story-e6frg90x-1225998575898
